Sh. Jagmohan Gupta is a former civil servant of 1987 batch. He is a Law Graduate from Campus Law Centre, Delhi University (1985), with a B.A. Hons from Hindu College, Delhi University (1982). He further enhanced his academic credentials with an Advance Certificate in Public Administration from the Maxwell School of Citizenship & Public Affairs, Syracuse University, USA (2005).
He has been serving as an Advisor to the National Mission for Clean Ganga (NMCG) since June 2021. In this role, he chaired the Institutional Working Group to establish a long-term institutional framework for NMCG under the Environment Protection Act. He has been instrumental in implementing the Arth Ganga initiative, creating an economic bridge between the Ganga Basin people and the river. This included setting up numerous livelihood centers (Jalajs), Ganga Resource Centres, and Jalaj Awareness and Marketing Centres at DilliHaat, INA. He facilitated MoUs with various ministries including Agriculture, Culture, Tourism, Power, Shipping, and Inland Waterways.
He promoted Natural Farming by establishing several model farms and conducting Farmers' Training and Awareness Workshops. He superannuated as Chief Administrative Officer (AR), Northern Railway on 31st May 2021, where his mandate was to bring accounting reforms for improved transparency, accountability, and financial management.
He also served as Additional Secretary & Financial Adviser at the Ministry of Jal Shakti (June 2015 - May 2021), overseeing the Departments of Water Resources, River Development & Ganga Rejuvenation, Drinking Water & Sanitation, Minority Affairs, and Panchayati Raj. He managed additional responsibilities in various ministries including Power, Labour& Employment, Youth and Sports Affairs, Tourism, Surface Transport, and Law & Justice intermittently.
Mr. Gupta has significantly contributed to numerous executive and task force committees for NMCG, Central Ground Water Authority, and others. He collaborated closely with organizations like the Central Water Commission and Central Ground Water Board. He played a key role in implementing flagship schemes such as PMKSY, NamamiGange, Jal Jeevan Mission, Swachchh Bharat Abhiyan, Pradhan Mantri Jan VikasKaryakaram, and Jal Shakti Abhiyan.
Mr. Gupta worked in various capacities in Indian Railways atNew Delhi, Patna, Jabalpur, Solapur, Mumbai, Kapurthala. Hewas instrumental in presentation of 14 Railway Budgets to Indian Parliament, a mammoth resource mobilization exercise, and external loan negotiations, including loans from JICA and World Bank. He worked on international projects, developed the Center for Public Policy at IIM Bangalore for civil servants.
He was the first Registrar & Joint Secretary at the Appellate Tribunal for Electricity, Ministry of Power in 2006 and also served on the Board of WAPCOS, NPCC, IRFC and KendriyaBhandar as a Government Nominee.
Mr. Gupta has extensive international experience, including regular visits to Nepal for the Mahakali Treaty and to Bangladesh for the Farraka Barrage Treaty. He led delegations to Australia, China, Japan, Sweden, Germany, France, Tanzania, Singapore, Malaysia, USA and other countries for water and railway projects. He participated in international workshops and bilateral MoUs, and attended numerous training programs in the USA, Australia, and Singapore.
Mr. Gupta completed several advanced management and leadership programs at Duke University, ANZ School of Governance, Singapore-Malaysia among others. He specialized in e-Governance, project formulation, infrastructure finance, and gender sensitization.
He has been active in organizing major events like India Water Week and the Commonwealth Games 2010, and international conferences for public administration. A sports enthusiast, he has been engaged in cultural activities and awarded multiple times for contributions in various fields. He is a life member of several educational and research societies.
